I have a question about the use of 'Eff.snd.MSS' in the receiver's SWS avoidance
algorithm as defined in section 4.2.3.3 of the Host Requirements RFC.
Should the algorithm use 'MRS - 20' instead of 'Eff.snd.MSS'?
