Our experience is that it is MUCH more expensive to find an error in the late phases of a project, than to find it in the requirement or design phase. Actually the cost of changes in the software development life cycle are signifcantly (10:1 to 100:1) or even more !! This, of course, depending upon the size of your project/system.
