I could not find 1000 0001 in the Rev C Boot ROM Spec.  Some
permutations on 1000 0001:

0000 0001	CPU register test failure
0100 0001	Card at SC 1 failed

You might try pulling cards until all the LEDS are off (no failure).
The Boot ROM only needs the first RAM board and the CPU installed.
