I have no idea what causes this problem. But if you want to run those files
without having to load TSR's you can (temporary) laod command.com.

F.e. :
   C:\>command
   C:\>[program to run]
   . . .
   C:\>exit		(to get rid of the extra copy of command)
Or :
   C:\>command /c [program to run]
			(loads command; executes program and exits
			 from command)
