The small gain in MacOS for pre-emptive multi-tasking is not worth the effort, or the affects on what makes MacOS so good. Do you want to wait two seconds before the Mac takes your mouse click and starts resizing your window? I think not. Multi-Finder combined with virtual memory is about the diminished limit of return for MacOS.
