I'm not sure that locking the chooser name is the best way to do this. Anyone booting from a floppy disk (or hacking with resedit) could change it. However, for your purposes, what you need is simply an init that would set itself up as an Appletalk responder and broadcast a string stored on the machine's hard disk in response to a given signal.
