It's essentially a compile- (er, assemble-) time thing to scope names, and nothing else. So, my problem still stands - I ported these MIDI drivers from some old assembler to MPW, and the external routines seem to work but the interrupt handlers have biodegraded. The only alterations I made to the code (other than cosmetic ones like "XDEF" -> "EXPORT") were to re-order things, since I don't know how to make MPW accept forward references. Oh well: I'll try to fix it soon, and then send out sources to those who've requested them.
