Hmm.  I was flabbergasted too when this first happened to me.

Sounds like a similar problem as the one with the app-defaults files:
a program that won't run unless some data file (in this case, shared
between clients) is in place.  I think this one could and should be fixed,
although I'm not familiar enough with the structure of xterm and Xt
or Xaw to suggest where.
