info-gnu-emacs isn't the right place for this, but I might as well
answer.

We are still waiting, hoping that the Mach project will give us something
we can use within a few months.  We will probably have to write a considerable
amount of code to add to what they give us.

We won't use Mach if there is any export restriction on it.
We would instead write another kernel.
