Right now, kill-emacs runs the kill-emacs-hook before querying the user for
confirmation.  So it may run when Emacs will not really be killed.

I think this is a bug, and the hook should run after confirmation.
Does anyone depend on running the hook before confirmation?

Please reply only to me, and only if you depend on the current
behavior.  I can imagine enough reasons to prefer the other behavior.
