In fact saveconf.el (nee ultra.el) was distributed in v18.52 with my own copying permissions. The perennial Emacs favorite hanoi.el is distributed with no copying permissions at all. RMS does encourage use of the GNU General Public License, but the reason he has always given me is that it makes things easier for the users to have one set of copying terms. I agree, so I use the license.
