I am having a problem with sendbatches.  When sendbatches is running 
it seems to create multiple copies of itself -- so many that some
batches fail because there is no more room to spawn new processes.
I feed 6 downstream sites but from a quick read of sendbatches
it appears to me that the batches should be processed serially.  

Has anyone else seen this problem?
