Are you after space launchers or missiles? Despite some historical relationships, the two classes are almost entirely different vehicles these days. The Titan 4 is a very new spacelauncher; its capabilities depend to some extent on what upper stage one specifies, but 20 tons to low orbit is a reasonable number. The Saturn V no longer exists, but was capable of 150-200 tons to low orbit. The MX is a missile. There are quite a few Soviet missiles. The biggest Soviet space launcher is Energia, capable of perhaps 100 tons to low orbit now and probably as much as 200 with a bit of stretching.
