Datapac at any rate is getting more expensive, the CRTC has ordered Bell to hike the prices of a whole range of data services, Datapac included, to ensure that they paid for themselves, the CRTC is very emphatic that charges for local exchange service should not be used to subsidize any of Bell's other services.
