Before building my own, I would like to know, if anyone else
has already written a database/ftpserver which could do following:

Allow people to request files, including finding them elsewhere if
they are not on local disk, and/or from tapes, "No local file, please
try again tomorrow, I'll have to ask for tape"

Allow people to search for data/software they need, using some kind of
database (or other server).

Any other goodies, automatic packing into format requested, requests via
mail etc.
