There is an error in newlogin.c which came with the patches to conquer 4.
You are no longer able to change the reporduction rate when creating a 
new country.  The error returned is "You dont have enough points left" even
though you do (ex 31).

The fix is to change line 507 in newlogin.c  to read:

	if (temp > points) {
