I'm looking for a couple of utilities for a VAX 8800 running VMS...

  (1) A TAR-Z decompressor (that isn't itself TAR-ed, please!)
  (2) A readability-level checker that will report the approximate grade
      level of a given text file (similar to what's available in UNIX), and
  (3) A banner generator (similar to those available in CMS SAS SUGI library)
