A disk has more linear space on the outer tracks than the inner track. Therefore, when the disk is spinning at a constant rate, the outer tracks are travelling at a greater linear velocity than the inner tracks. To get the same linear density on the outer tracks as the inner tracks, you either need to increase the data rate to match the outer track's greater linear velocity, or else *slow down* the angular velocity so that the outer track's linear velocity is the same as was the inner tracks' velocity at the higher angular speed.
