Sure ! Populous has been available in France for a few monthes already. It's definitely a must. I don't remember reading a posting about the two-player mode. I tried this one, with a 2400bps modem, and it works just fine. We were able to finish the game, without getting ever desynchronized. You can exchange messages with your opponent. You can save game and start back later. Concerning the game playability, there is a light drawback. The levels (there are 500 of them) are not really progressive.
