I think this is wrong; If you read the "COPYING", "MANIFESTO", and "GOAL" (or names thereabout) files in your GNU directory, you will see that their goal is to get a "good" operating system up and running so that we can then dispense with wasting time writing operating systems, and get on with more productive, different software. I don't believe it says anywhere anything as encompassing as "all software should be free". After all, comp. scientists have to make a living, too.
