What are some options for debugging hardware on a PC?  We will have
to watch the IO and data busses, debug hardware interrupt handlers,
etc.

I know that there are cards you can put in for debug purposes (Periscope?),
but I don't know what they do or if they're any good.  I'd really 
appreciate any information from someone who has had experience with this
kind of tool.
