A little of both, actually.  Many people would like a standard Selectric
layout keyboard (I know that I have trouble when I have to switch between my
Model 4 and virtually anything else.)  There are lots of inexpensive, good
quality PC-clone keyboards out there.....  Also, one of the existing 4's
problems is a lack of expansion capacity.  One card edge, and that's it,
pretty much.  Why design a system with the same flaws if you can help it? 
Especially when, given the power of the Z-280, people might want to/be able to
afford to add various amounts of RAM; on the original 4, it was pretty simple
to have all the ram expansion on the motherboard; this would not be so easy to
do if you wanted to support the Z-280's entire 16MB address space......
