One thing we (as a mail/news community) can and do decide about is how we organize our selves, and I really don't think that very many of us would like an organization like the U.S.-style. Right now, we share the costs on a very fair base; the CPU cycles, the disk space, the whole organizations is shared, and the result is that we have a reliable network.
