You may try Borlands' own Turbo Graphix Toolbox library. It works with TP 4.0, and 5.0. It does everything that you want to do if I understand you correctly. The source code for the library comes with the package so you can add some functionality to it if you need to. I think it sells for around $80 although Educational institutions get substantial discounts (bring the price to about $20-$30).
