I have the c source to a program for the Amiga that converts IFF into SIXEL
(but not the other way). I got it from comp.sources.amiga a few months ago. 

If you think it would be useful:

It is a 'shar'ed uuencoded zoo file, so you need uuencode and zoo to unpak it.
