I am looking for commercial or pd software to translate from iff
files (created with Deluxe Paint II on an IBM) to files readable
with Bload (using MS QuickBasic) for VGA (640 by 480 with 16 colors).

I hear that OPTIKS can do this - can anyone vouch for it?  Is there
anything else?
