The committee very much wanted to do this. Unfortunately, once the
document is passed out of committee it belongs to the sponsoring
organization  ... which is using sales of the draft as fund raising.

ACM is not prepared to pay $50 a copy (or anything aproximating it ..
which I fully appreciate ! :>).
