If not, then ask gnu@prep.ai.mit.edu via mail, which is the group of GNU developers who would be able to answer whatever questions you have. Or you might want to get on the mailing list info-gcc@prep.ai.mit.edu, which carries the same traffic as the gnu.gcc newsgroup, and which is where the most recent round of licensing/etc. discussions happened. Not that gnu.gcc/info-gcc is an appropriate place either, but gnu.misc.d isn't set up yet, so gnu.gcc will have to do for now.
