Actually, a large number of ANSI keyboard layout standards exist in the X3 
series.  There are also some that specify keytop symbols and designations.
Many of these are being updated, and new ones written, by the X3V1 standards
committee.

X3V1 is the Text, Office, and Publishing Systems Standards Committee.
