It tuurned out to be an incompatible set-up file for an option board. Strip out all the boards that you cant configure with a standard config disk. Then one at a time put 'em back in. In my case it was an AST memory expansion. If the memory board isn't set- up correctly it will ock the system this way. BTW it took an IBM field tech 4 days to figure this one out. So much for "superior" architecture!
