I got Kermit 4E(070) to compile on a NeXT by making some minor changes to the Makefile and 2/3 source files. A compressed tar saveset containing the source directory I used is available through anonymous Internet FTP to emx.utexas.edu, in pub/next/kermit4e070.tar.Z. I also just submitted a copy of this file to the NeXT archive on cs.orst.edu.
