How about in the bitmap(1) manual page?

   I am working on converting a set of gif format image files to XBM
   files. If someone knows there is such a utility already there,
   please let me know.

How about Jef Poskanzer's Portable BitMap (pbm) stuff, available from
expo.lcs.mit.edu:contrib/pbm.tar.Z?
