A bulletin board inside of a dialog shell, and add push buttons as neccessary. If you must use menus, it's going to be really tricky. You'd better study up on translations and actions. The BtnUp action pops down the menus before it does anything else. What you'll need to do is replace the BtnUp action with one of your own for all buttons that you want to cause persistent menus.
