Most (or all) of the problems you mention have been eliminated in
emacs 19.  keysyms are no longer hard-coded in xterm.c, and the
equivalent of xmodmap can now be done in elisp.  This should fix the
problem of local keysyms.

It is unlikely that any fixes will be made for version 18.
