It's totally stupid to post articles like maps that are labeled with an explicit prohibition against their use. You're asking that EVERY SITE IN THE WORLD send mail to postmaster@France.EU.net to politely ask permission to use the maps. And I'm not gonna. If they're trying to prohibit the use of these maps for mailing lists, then the restriction should say so - what could be simpler. As it stands now, postmaster@France.EU.net is wasting quite a bit of other site's money transmitting something that noone's allowed to use. Unless this practice (prohibition of use) is stopped, I suggest that the people responsible for the posting of the maps refuse to post maps containing such absurd restrictions.
