Are there any known conditions under which 'inews -C' will:

  -- regurgitate what looks (from having looked inews.c) like the proper
     response, with the -n, -c, -d, and -a arguments;
  -- put the name of the given newsgroup in LIBDIR/active;
  -- put what seem like reasonable messages in LIBDIR/log

but still not create a /usr/spool/news/... directory?  No doubt I'm doing
something flaky, I'm new to creating local newsgroups, but any hints on what
to look for?

netnews B-2.11 patch 14.  Exactly, I'm typing in any of the following (same results):

  inews -d local -C ria.general moderated < /dev/null
  inews -C ria.general moderated < /dev/null
  inews -C ria.general < /dev/null
  inews -C ria.general     (desperationg ...)

And LIBDIR/log prints:
Jul 11 15:41	local	posted <1335@ptolemy.arc.nasa.gov> ng ria.general.ctl subj 'newgroup ria.general' from root@ptolemy.arc.nasa.gov (root)
Jul 11 15:41	local	Ctl Msg ria.general.ctl from root: newgroup ria.general 
Jul 11 15:41	local	<1335@ptolemy.arc.nasa.gov> sent to eos.arc.nasa.gov
