In the mid-60s I was a consultant to a foreign government (EBU member) 
and was very involved in the politics of how standards were chosen.  It 
had very little to do with the technology, and very much to do with how 
Kennedy was viewed in the Soviet Union.  The RCA story, however, has the 
odor of truth to it.
