Where is the latest vpic??

I noticed a posting in comp.binaries.ibm.pc of version 1.4 of vpic.  I also
noticed a posting in comp.sys.ibm.pc talking about version 1.8 of vpic.  

My question is : where can I find the latest version of this program? and
what changes / improvements are included in this latest rev?
