In my experience, Freemacs from grapes.clarkson.edu is far and away the most
GNU-like emacs for the PC.  I use both GNU and Freemacs everyday and rarely
notice any differences.  As I remember, the author considers any difference
to be a bug!  (I guess I should take time to report the differences I DO
notice, eh?  :-)
