Unfortunately, if you're going to clarify, try to do so correctly. Public domain has a very specific meaning: there is no restrictions to the rightss of the work. In other words, no copyrights. You can create a work that has a copyright that allows complete redistribution (or redistribution with few limitations) but that work is not public domain.
