We have a database of all known bugs (either discovered by us or by people in the field) and have determined which bugs are not important to fix for 1.0. (If we just tried to keep the UNIX utilities bug free we would never ship a release :-). With respect to IP, we are shipping the latest networking code released by Berkeley.
