It doesn't turn the lights on constantly, but flashes them. It's the emergency flasher. I've used this on occasion when being tailgated, and it generally is effective. If the animals really want to tailgate, they ignore it but it doesn't hack them off too badly. (What's worse than a tailgater? A mad tailgater.) If they were just absent-mindedly following too closely, it gets their attention and they back off.
