This is incorrect: Of the ZOND probes sent on lunar missions between 1965 and 1970 (ZOND 3-8), none of them landed on the lunar surface, though most of them did orbit the Moon. It is generally believed that these ZOND probes were tests for a manned SOYUZ mission to orbit and/or land on the Moon. Such plans did not come to pass.
