God did not create us to be robots, he created us to be creatures of free will so that our love for him would mean something. Love given because it is ordered means little to the one receiving it. It is true that God COULD force us to believe, but that is not His Will. A loving God would want those who came to Him to come because they chose to, not because they were forced to.
