I tried to make an FE for CGA using the format explained by the
documents in the package but I've run into problems with the offset
array. If I read the fonts sequentially everything is fine, but if I
use the offset array funny things occur instead of the characters
except for the first 5 characters or so, theey are ok!

And I too get "Bad Signature"! Is it because of an implementation
fault - not mine - but from Borland?
