If you mean "can I create tables or views in a program and drop them when I am done," or even more succinctly, "can I use SQL or QUEL DDL in an OSL or embedded host language program," the answer is yes. You can create tables, views, indices, permissions, etc. in programs or directly in SQL in our SQL terminal monitor or Interactive SQL utilities, or using a special TABLES utility.
