ok so maybe i missed it but when i try to set up a new 
nation all works fine except for that it won't let me
use points to add to repoduction.  dwarves have 4 % and 30
i had to start.  the firsst thing i tried to do was add to repo
and i was told by the program that i didn't have enough points...

so i went on to add other things which cost moire and it worked.
so i went back to repo and, well ,, no dice...

if any one else has had this problem and fixed it then
e-mail me please. if not i'm working on finding the bug...
and will send it out if found......
