Either you install the entire ARP package (saving 20% space on the floppy)
or you don't. The situation where you boot from a disk, issue an ARP command
and then are caught without arp.library cannot occur.

The writer of the original poster has to be pretty wacked to install only
some commands in the first place, and then not install the arp.library at
all in the second place. Frankly, the logic here is beyond me.
