This is the ifamous S L O W copy to a hard disk as it fills up. Generally a file system > 10 MEG is just horible slow. I started using FASTFAT when it came out and it makes all copies about the same. 16 MEG file systems work as fast as small ones. I now have tos 1.4 and it is just as fast without any help. By the way, Did you know you can really buy tos 1.4 from Atari. Problem is it costs you $172. (They call it the developers documentation + TOS 1.4). Still, for that price, it available to anyone.
