What I'd recommend is the ROM upgrade from Apple. That's the 128K ROM and
800K floppy. You can't buy the ROMs separately (legally).

After that, you can either continue upgrading it to the Mac+ or go third
party. A good third party upgrade would be the Dove 548S (2Megabytes+SCSI
port). It's a lot less expensive than the Apple upgrade. On the downside, it
implies you know how to install hardware and are willing to futz with things
when they go wrong (and willing to deal with multiple vendors in the case
where something fails but it isn't clear what). If you want a single vendor,
servicable machine, upgrade via Apple. If you want to spend as little money
as possible, buy the Dove and do the work yourself. 

Another option is to sell the machine and use the proceeds to help purchase
a new machine like an SE. An old ROM 512 isn't worth that much money,
though.
